Access to Health & Education for all Disabled Children & Youth (AHEAD) Bangladesh
This five year project contributes to securing the future of boys and girls (0-18 y/a) and youth (18-24 y/a) with disabilities by increasing their access to health and education, strengthening the framework for protection of human rights and acting as a catalyst to poverty reduction. The project has three components: improving health services, education, and disability policy and human rights. It will be implemented in 13 districts.
1.8 million school age boys and girls (6-9 years) in Bangladesh have a disability (10%). The prevalence is higher in rural areas, increases with the age (16%-19% among >18 years) and is more than double among women than men (23% and 10%).
The key barriers to fulfillment of rights of children and youth with disabilities are insufficient understanding of disability, limited access to health, educational, and vocational services, and lack of trained personnel, coordination and policy implementation.
The project aims to contribute to the UN efforts to urgently remedy the inexplicable exclusion of persons with disabilities from the Millennium Development Goals, and ensure implementation of the UN Convention on the Rights of Child (UNCRC) and the UN Convention on the Rights of Persons with Disabilities (UNCRPD).
The long term objective of the project is to contribute to the strengthening of the health and education system to respond to the needs of girls and boys, and youth with disabilities, improve their quality of life and ensure fulfillment of their human rights, in 13 districts of Bangladesh (Sylhet, Moulvibazar, Mymensingh, Tangail, Rajshahi, Gazipur, Dhaka, Manikgonj, Narayangonj, Comilla, Barisal, Khulna and Chittagong) in collaboration with the Centre for the Paralyzed (CRP) and Bangladesh Health Professionals Institute (BHPI). This objective is aligned with the UN priority to mainstream disability to achieve Millennium Development Goals (MDGs),UNCRPD and UNCRC, and CIDA’s mandate to reduce poverty among the most vulnerable group among the poor – boys and girls with disabilities. It also addresses the CIDA thematic priority, securing the future of children and youth. The medium term objectives are to:
- Improve access to quality, gender sensitive health and education services by removing environmental, attitudinal, and knowledge barriers
- Strengthen the capacity of education and health service providers to provide inclusive, quality services to girls and boys, and youth with disabilities
- Strengthen/implement disability policy frameworks to protect and promote human rights of children and youth with disabilities, particularly girls.
- Identification, assessment, intervention and referral of children and youth with disabilities in 13 districts by health/rehabilitation/community workers trained in the project
- Implementation of annual mobile clinic in 13 districts by CRP and local providers
- Interprofessional, modular training of trainers (TOT) including gender training; support and monitoring for service providers
TOT will consist of a number of modules covering topics including human rights approach to disability and CBR; gender equality; disability policy, and skill building such as teamwork, communication, using evidence in community practice, strengthening clinical skills (health/rehabilitation practitioners) and inclusive education (teaching staff). Trainees will include community, health, rehabilitation, social, educational and disability personnel.
- Strengthening curricula for physiotherapy (PT), occupational (OT) and speech language therapy (SLT) to include gender training
- Establishment of District Action Collaborative (DAC) - Health/Rehabilitation to guide activities in districts
- Gender training for DAC-H
- Development of district referral pathways through mapping and consensus building among service providers
- Teachers/Teaching Assistants Training Program, ongoing support and monitoring
- Gender and disability awareness for students
- Introduction of disability curriculum
- Parents support groups
- Establishment of DAC - Education to guide project activities
- Gender training for DAC-E
- Work training and placement program for youth with disabilities using a work training social enterprise model, based on community development principles
- Youth peer support groups
- Community awareness events and radio programs
- Universal design training
- Provision of equipment, materials and mobility devices through CRP
- Participatory Action Research on attitudes and effective use of mobility devices
